With general supervision from the Utility Billing Supervisor, completes various tasks to ensure efficient billing completion in all aspects of the process. The Billing Clerk should provide excellent customer service to all the citizens and staff with inquiries regarding billing and other various topics. Incumbent must have a thorough understanding of record keeping, data entry, billing processes, account maintenance, and cash handling procedures.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

 Essential Job Functions:

  • Demonstrate good customer service and attention to individual customer needs
  • Perform routine office duties such as assisting customers at the counter, directing people to the appropriate offices/person, opening mail, processing customer payments
  • Assist with maintenance of utility records for the city's water, sewer, and trash
  • Receive customer inquiries related to billing and account status
  • Prepare deposits and balance cash drawer daily
  • Process new utility connections, transfers and disconnect.
  • Prepare disconnect notices and coordinate shut offs per policy
  • Process customer billing using current equipment
  • Process auto drafts payments
  • Process late notices
  • Process fire hydrant meter deposits and billing
  • Process deposit returns and final out accounts
  • Receive requests for utility related work orders and issue same
  • Perform other duties as apparent or assigned

  Required Knowledge and Skills:

  •  Modern office procedures, methods and equipment
  • Effective communication, particularly proper public contact and telephone etiquette
  • Able to maintain a pleasant and courteous demeanor working in a fast pace environment
  • Clearly and accurately prepare business letters, correspondence, and basic report.
  • Meet deadlines and perform multiple tasks under pressure
  • English usage in spelling, grammar and punctuation.
  • Basic mathematics. Ability to compute whole numbers, fractions and decimals.

 Preferred Education, Experience, and Certifications:

  • High School diploma or GED
  • Operate personal computer and software (including Microsoft Word, Excel, Power Point, Adobe Acrobat), internet, calculator, multi-line telephone, copier, fax and various other office related equipment
  • Three years' experience in data entry
  • Three years of customer service, office, and cash/check handling experience
  • Must pass a pre-employment drug screening
  • Proof of citizenship and/or eligibility to legally work in the United States
  • Must possess a current and valid State of Texas driver's license
  • Prior experience in Cash Handling and Customer Service preferred
  • Bilingual preferred but not required

  • Work is performed in an office
  • May be subject to repetitive motion such as typing, data entry and vision to monitor
  • May be subject to bending, stooping, lifting boxes of records
  • Long periods of sitting
  • Able to maintain a pleasant and courteous demeanor working in a fast pace environment

 Equipment and Tools Utilized:

  • Equipment utilized includes personal computer, copier, calculator, fax machine, telephone and other standard office equipment.
