Under direction of the Director of Library Services, employee performs professional library work involving planning, administering and coordinating services and programs for children and youth up to 18 years of age.  The position will work with the Director in accordance with the needs and interests of the Library and the community. For purposes of emergencies and inclement weather events, this position is emergency non-essential.

Essential Job Functions:

  • Contributes to the overall divisional operations with regular and timely attendance.
  • Assists Director of Library Services in long-range planning for children and youth services.
  • Assists all library users, volunteers and other staff members with all library activities, including circulation tasks, telephone and reference work, and computer troubleshooting as needed.
  • Provides instructions and supervises youth volunteers.
  • Plans, organizes, directs and presents various types of events including weekly story-times, youth/teen programming; arranges for guest speakers, potential performers, etc.; prepares publicity, including social media postings, for events.
  • Plans, prepares and executes Summer Reading Program for youth/children including rules, news releases, flyers, and other necessary information to inform the public of programs; solicits sponsorships from various businesses.
  • Provides outreach services to promote library youth activities, and collections by visiting schools, daycare facilities, civic groups and other community organizations.
  • Helps to ensure that the library facilities and collections are maintained in an orderly manner.
  • Assists with collection development for youth/children, cataloging and classification of new library materials including the systematic removal of unused and outdated materials, and inventory of the collection.
  • Compiles and maintains monthly, quarterly, and annual statistical reports to be submitted to the Director of Library Services.
  • Creates and regularly updates a calendar of library youth/children activities
  • Coordinates, trains, and monitors activities of youth program volunteers.
  • Enforces and monitors library rules and regulations as designated in the library's Standards of Conduct policy. This may include contacting appropriate authorities in the event of excessive misbehavior.
  • Performs other related duties as required or assigned.
  • Ability to work days, nights and some weekends.
  • Other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Advanced knowledge of modern library practices and procedures including cataloging, filing systems, reference materials, publishes, authors, publishing trends, etc.
  • Considerable knowledge of computerized cataloging procedures.
  • Considerable knowledge of child development.
  • Advanced knowledge of youth and teen literature and current trends and practices in youth/teen services in a public library setting.
  • Considerable knowledge of program planning, implementation, management and presentation.
  • Ability to read and understand reference books, book reviews, and complicated procedures and manuals; ability to read book titles and titles of other materials; ability to read computer screen.
  • Advanced knowledge and skill in the operation of word processing software including Microsoft Office, computerized databases, personal computers and peripheral office equipment such as printers, barcode scanners, copiers, and calculators.
  • Ability to write and maintain records, reports, and articles.
  • Ability to drive a vehicle to various meetings, functions, and events, including traveling out of town to represent the City at meetings, conferences and for training.
  • Ability to communicate orally both in person and by telephone.
  • Skill in establishing and maintaining interpersonal relationship with coworkers and visitors to the library.
  • Ability to create, design, and prepare social media posts, handouts, fliers, and newspaper/magazine articles
  • Spanish-speaking fluency is preferred.

Typical Minimum Qualifications:

  • Master's Degree in Library Science or equivalent degree from a school accredited by the American Library Association is required.
  • Above knowledge and skill may be gained by one year professional experience in a public library OR one year of experience providing educational services to children under 18 years of age OR by any combination of training and experience leading to the described level of knowledge and skill.
  • Must have a valid Class C Texas Driver's license with an acceptable driving record or obtain one within 30 days of hire.

 Environmental Factors and Conditions/Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to operate various types of office equipment; reach with hands and arms; use hands and fingers to grasp, handle, feel and operate machines, tools or controls; speak clearly, listen and hear with accuracy.
  • The employee is frequently required to sit, stand, walk, kneel, crouch, climb, twist, reach, push, pull, and lift, carry and/or move objects weighing 10 to 35 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • The employee has frequent contact with City employees, customers and citizens. The employee must remain calm and professional in tense, emotionally charged, and stressful situations. The employee may face difficult and stressful situations; and may be required to work under time pressures to meet deadlines, to perform multiple tasks simultaneously, to change tasks frequently, to perform tedious and exacting work, and to work closely with others as part of a team.
  • The employee may experience frequent interruptions during the workday. The noise level in the work environment is usually low to moderate.

Equipment and Tools Utilized

Equipment utilized includes personal computer, Microsoft Office, copier calculator, fax machine and other standard office equipment, audio/visual equipment, maintenance and cleaning equipment, and vehicles.
